- Applicants must be graduate-level.
- Applicants must be citizens or refugees of a low- or middle-income Commonwealth country.
- Permanent resident of a Commonwealth country.
- They must speak and write English well.
- They cannot have received a Commonwealth Professional Fellowship in five years.
- Fellows must be available on the startup fellowship start date.
