- Citizenship: People applying for scholarships need to hold citizenship in one of the ODA donor countries (aside from China).
- Applicants cannot live in Japan when they apply.
- Applicants should have or be in the process of, finishing their higher education at any accredited institution. The last three years are the maximum since students could have graduated for them to apply.

Objectives need to be compatible with the objectives of the program.
- Trainee must be capable of using English for business communication. English is all that is expected and people must not possess Japanese proficiency as high as JLPT N5 or higher.
